Narendra Modi To Visiting Nepal: Tour Comes In The Wake Of KP Oli’s India Sojourn, New Security Is Concerns, China Factor: India on Saturday conveying to Nepal that success of its new Constitution will depend on the resolution of contentious issues through consensus and dialogue in a time-bound manner as both sides held extensive talks with a focus on repairing ties souring in the wake of a four-month – prolonged agitation by an Indian origin Madhesi community.

India was for peace, stability and overall development of Nepal.

Prime Minister Narendra Modi asserting after meeting his Nepalese Counterpart K P Sharma Oli, who is on his part says the main reason for his visit was to clear misunderstandings in ties that persisting in the last few months and that they no longer exist.

The two sides are signing nine agreements including one on the utilization of Indian grant of USD 250 million to Nepal for post-earthquake reconstruction and another on improving road infrastructure in Nepal’s Terai region bordering India.

Calling finalization of Constitution a significant achievement for Nepal, Modi expressing the hope that all political parties will come together to successfully resolving to remains constitutional issue satisfactorily, taking in considerations aspirations of all sections of societies.

The drafting an announcement of a new constitution after the decades of struggling in Nepal is an extraordinary achievement.

I appreciate the contribution of the political leadership and all sections of the society in Nepal in its making.

But its success depends on consensus and dialogue. I am confident by these principles and through political discussion and by taking all sections together.

You Oli will able to resolving all issues relating to the Constitution satisfactorily and take Nepal forward towards the path of development and stability, Modi says in his media statement, in the presence of Oli.

In the meeting, Modi stressing that Nepal’s stability is linking to India’s security. On combating terrorism, he says, We will not allow terrorists and criminals to use our open border.

In this regard, the security agencies of the two countries will intensify cooperation.

Asking if the Nepalese Prime Minister can address India’s concerns, Foreign Secretary S Jaishankar says the tone and tenor of the visit were forward-looking, adding assurances giving on addressing grievances within Nepal if left unaddressed may detracting the country from stable.

It was not a recriminatory visit. It is a forward-looking visit. It is a visit in a cooperative sense, minister says, replying to a barrage of questions on whether India was satisfied with Nepal’s assurance on the issues relating to new Constitution.

He says Modi expressing the hope that all the outstanding issues in the Constitution will be resolving in a time-bound manner.

On whether India was worrying about Nepal getting closer to China, Jaishankar rejecting such apprehensions saying the word China did not come up in the talks.

In his statement, Oli, who is arriving here yesterday on his first foreign visit after becoming Prime Minister in October last year, says he came to clear misunderstandings and have done so.

Ties between the two countries had to sour in the wake of agitation by the Madhesi community, which shares close family and cultural relationships with the Indians, saying it is failing to address their concerns over representation and homeland.

The agitators have blocking trading points for almost four months crippling supply of petroleum products, medicines and other commodities by India to that country. The blockade is lifting this month.

The Madhesi community is opposing to the carving of seven provinces under the new Constitution and has demanded adequate protection of their rights.

Three significant demands of the Madhesi community including re-demarcation of the boundary, inclusion of proportionate representation and allocation of Parliament seats from the population.
Jaishankar says the issues within Nepal has affected India. He says two points including the one relating to the provincial boundary are resolving while hoping that concerns by the Madhesi community about citizenship will also address.

The Foreign Secretary says that Prime Minister Modi appreciating efforts towards consolidation of parliamentary democracy in Nepal, acknowledging two amendments aims at addressing concerns of agitators as positive steps.

He is expressing hope that all political parties will come together in a spirit of consensus and dialogue and successfully resolve remaining constitutional issues in a time-bound manner, he says.
The Prime Minister says India always wanted peace, stability and prosperity of Nepal and that it will extend all possible help to ensure its all-round development.

He says India’s economic progress may become a reason for Nepal’s progress and that transport corridors may become highways of growth and development.

It is an essential moment for Nepal-India ties, Modi says after the talks.

The countries decided to open two more transit points which Modi described as a significant development.

I appreciate the love and goodwill of people of Nepal towards India. At the same time, I respect aspirations of people of Nepal,” he says.

Talking about hydropower potential of Nepal, he says the two countries are working on projects to facilitate generation of 7,000 MW of power and that their quick implementation will result in Nepal’s fast development.


The two Prime Ministers are also dedicating 400 KV Dhalkebar-Muzaffarpur transmission line via tele-inauguration from Hyderabad House.

India will supply 80 megawatts of power through a line to Nepal now, and it will enhance to 600 MW in the next two years.

In his statement Oli, recalling Modi’s visit to Nepal in the year August 2014 and how people still talk about it. Oli has to extend an invitation to Modi to revisit the country.

Modi is also offering to set up Ayurvedic colleges in Nepal by India while talking about possible areas of cooperation.

The Prime Minister also pays glowing tributes to former premier Sushil Koirala, who dies earlier this month, for strengthening India-Nepal ties.

The agreements signing today will provide for cultural cooperation and facilitate trade between Nepal and Bangladesh through Kakarbitta-Banglabandh corridor and through of Vishakapatnam port.
Under the MoU on the strengthening of road infrastructure, a total of 518 km of roads will strengthen in Terai region border India.

As per a pact on transit routes, traffic of goods between Nepal and Bangladesh will facilitate Kakarbhitta in Nepal and Banglabandha in Bangladesh’s corridor.

It will also provide transit facilities for Nepal through the Vishakhapatnam port.

Separating pact on rail transport to and from the Vishakhapatnam and rail transit facility through the Singhabad for Nepal’s trade with a Bangladesh inking.

In their talks, the two sides are also deliberating in promoting sub-regional cooperation in trade, power and some other sectors.

The Nepalese Prime Minister is mentioning about India’s assistance to Nepal after a devastating quake strikes it.

He also appreciates India’s announcement of USD 1 billion for reconstruction projects out of which USD 250 million is releasing.

The earthquake hit Nepal, but every Indian feels its pain. Our USD, 1 billion assistance package, will take forward our cooperation in this area, Modi says.

A MoU on the utilisation of USD 250 million grant component by India for post-earthquake reconstruction assistance was signing today.

India’s assistance has always constructive. Our actions have in line with the priorities of people of Nepal,” Modi says.

It is feeling in the meeting that Line of Credit given by India to Nepal should spend more speedily.
On trade, the Nepalese side underlining the need for addresses trade imbalances which is in India’s favour.

46 percent of the foreign investment in Nepal is from India.

Nepalese Prime Minister is also requesting Modi to encourage Indian business groups to invest in Nepal and assuring full protection to them.

In the evening, Oli is staying at the Rashtrapati Bhavan and calling on President Pranab Mukherjee.
Earlier, Oli is according a ceremonial welcome at Rashtrapati Bhavan where Modi is also present.
The talking between the Prime Ministers, External Affairs Minister Sushma Swaraj calls on Oli.
During the meeting, he is conveying to her that Nepal is and will remain a reliable friend of India.
Official sources say Oli tells Swaraj that he wants to move forward in the relationship which is not human-made but entirely natural and civilizational.
